No there aren't any current rumors of him transfering, but.

Reports out of LA say that Washington's new head coach will run a pro style offense, and try to tailor it to Locker.  I'm not sure how you run a pro style offense and tailor it to a scrambling QB who's still a work in progress in the pocket.

Locker does still have a redshirt to burn if my facts are straight.  Would he be better off buring it in transfer?  If not to Oregon then to another spread option school?  Michigan comes to mind, as Ryan Mallet transfered when Rich Rod came in with a new offense.  Whatever the plan, one has to think that Locker would not be a fan of a pro style offense.
