Maybe this was why Joey wasn't the face of the program...
Pro Football Reference has him topping the list of the worst QBs of all time.
In his defense, he has been below average for a long time, making sure that he's been at the top of the all-time list, due to the number of attempts he has had (over 2500). There are many QBs with worse rating/attempt ratios.
Though I know a lot of us had high hopes for Joey, and he was never placed in even a mediocre situation, it's too bad that he will remembered for all the wrong reasons.

Get him an offensive line for about 2 years

It could be...
But lack of NFL success doesn’t mean a lack of skill. Joey Harrington was setup for failure when he was accelerated to a top draft pick. The only top 5 picks that year that have made any impact was Julius Peppers in Carolina. And very few top draft QBs the last 8 years have had much success.
The only player I’ve ever seen that could actually carry a horrible team to the playoffs is Barry Sanders, and he pretty much retired because of that.
I think Joey could still be a face of the program, and maybe “the” face of the program. If you are going to give the face of the program to a player with great NFL success, you’re looking at handing it to Dan Fouts.
I don’t think the NFL is a gauge for the face of the program, and a better gauge would be to give it to a player that brought the program to the national level. Nobody is more prolific for that than Harrington.

He is not worse than Ryan Leaf, Akili Smith, Rick Mirer, or Tim Couch.
They obviously see some talent, he finds a way to stick around.
